TJ Campsey grew up an Army brat and spent his childhood on various US Army bases from Germany to Hawaii. Ultimately his family ended up stationed in Ft. Leavenworth. In 2001 he moved to Lawrence. With a growing sense that the political and economic system was not meeting the needs of the people, he started organizing in 2005, and has been active in various movements since, including Occupy Lawrence, the local housing co-ops, workplace organizing, and the anti-MAGA movement, most recently as a leader in the Kansas City Club of the CPUSA. His values are shaped by his strong sense of service, instilled in him at a young age by his parents. He understands that when we’re all taken care of, we’re all able to better serve. TJ has been working for Free State Brewery since 2009. Starting as a dishwasher at the Mass St. brewpub, he began working on the bottle line in 2012 and is now a brewer at the East Side Brewery.TJ has always been an advocate for the working class, fighting unjust wars, unfair labor practices and assaults on our human and democratic rights. TJ is using his organizing experience, and hard-working values to run to be our next state representative in Kansas’s 10th House District because he believes accepting our status in the political minority and going along to get along simply doesn’t rise to meet this moment.

How can we win policy changes when the right-wing has a super majority?&nbsp; Statehouse Democrats often accept their minority status, thinking the Republicans will inevitably thwart their policy goals.&nbsp; They end up settling for weaker demands hoping to get support from moderate Republicans.We don't need to settle for weak solutions. I'll never settle.

Housing affordability in Kansas is out of control. Working class Kansans are being priced out of their rental units. Younger generations have no hope of one day owning a home. The most visible consequence of this crisis is the growing homeless population in our cities. Sadly, many municipalities respond by punishing and displacing homeless people rather than addressing the root cause - housing affordability.To bring housing costs down and to help the homeless population, I’m calling for legislation to:<ul><li>Repeal preemptive laws banning municipalities from enacting rent control and rent freezes.</li><li>Require municipalities that give economic incentives to housing developers to include investments in affordable housing and related infrastructure.</li><li>Establish an affordable housing land trust to buy abandoned, condemned, foreclosed, and empty residential plots to be used for public housing initiatives.</li><li>Establish a state board to manage public housing initiatives, including managing rental properties at low rents, working with developers to lease land trust properties to build low-cost housing for homebuyers.</li><li>Fund homeless shelters and housing-first rehoming programs.</li><li>Fund mental health and drug counseling for people in crisis with the aim of helping them re-establish stable housing and employment.</li></ul>

<h2>The Housing Crisis</h2>

Union membership has been on the decline for decades. Working people and their families used to be able to live in comfort and dignity with a single paycheck.&nbsp;Now rising costs and stagnating wages force working families to choose between food, medicine, and shelter, due in large part to the declining power of organized labor.The attacks on labor rights have taken a sharp increase under Trump’s second term.&nbsp;One million federal workers have lost their right to collective bargaining at the stroke of a pen. To defend and expand the labor rights of the working class in Kansas, I’m calling for a Labor Bill of Rights to be added to the Kansas Constitution with the following provisions: <ul><li>Repeal so-called “Right to Work” laws.</li><li>Ban employers from firing workers for organizing at work.</li><li>Ban employers from intimidating or punishing workers for organizing at work.</li><li>Protect the right to strike.</li><li>Establish a state board to defend these newly established rights.</li><li>Protect bargaining rights for state employees.</li><li>Establish bargaining rights for municipal employees.</li><li>Raise the minimum wage to a living wage that keeps up with the cost of living. </li></ul>

<h2>Labor Bill of Rights</h2>

Immigrant labor is a major contributor to the Kansas economy, one that has been unfairly targeted by the national discourse.&nbsp;Political leaders have made scapegoats of immigrants and kept them in a permanent underclass of workers, doing the most dangerous and back-breaking labor for low wages. We need a new perspective on immigration.&nbsp; We need to recognize they are a part of the working class.&nbsp;Immigrants come to the U.S. for many reasons, sometimes fleeing dangerous situations and sometimes looking for economic opportunities that would allow them to provide for their families back home. Natural-born citizens often find themselves in a race to the bottom to compete with low-wage immigrant workers.&nbsp;This makes it easier for figures, like Trump and Kobach, to use fear to divide worker against worker based on nationality.&nbsp;The Department of Homeland Security’s brutal crackdowns on immigrants and Latin American communities are a direct result of this discourse.&nbsp;&nbsp; We need to do better. I’m calling for legislation to: <ul><li>Extend all labor protections to immigrant workers to improve their working conditions and remove the competition with other workers.</li><li>Enforce the labor rights of immigrants without fear of drawing the attention of federal immigration authorities.</li><li>End the cooperation of police agencies and prison institutions in the state with federal immigration authorities.</li></ul>

<h2>Immigration</h2>

The Pentagon will soon receive its first $1 trillion budget, while veterans are sleeping on streets across the country.&nbsp;&nbsp;This is unacceptable.&nbsp;The war industry makes tremendous profits from the destruction of countries and peoples abroad, while service members come home with untreated PTSD which, in the most severe cases, can lead to alcohol and drug abuse, broken families, and homelessness.&nbsp;&nbsp; War hawks in Washington repeatedly lead us into endless fights and forever wars, saddling us with nation building projects that go nowhere.&nbsp;We cause deadly instability and chaos in the targeted regions to isolate and weaken potential geopolitical rivals.&nbsp;This arrangement is immensely profitable for arms dealers and leaves the human cost to be paid by civilians abroad and soldiers at home. I’m calling for legislation to: <ul><li>Increase state funding for programs that aid veterans, especially mental health and drug counseling, and housing programs.</li><li>Eliminate state funding for programs that benefit arms manufacturers.</li><li>Stop state universities from taking new contracts with arms manufacturers and work to phase out existing contracts.</li><li>Repeal anti-Boycott, Divest, Sanction laws.</li><li>Cut off all political and economic ties with Israel as long as they continue their genocide against Palestinians.</li><li>Cut off all political and economic ties with the United Arab Emirates as long as they continue funding the widespread massacres in Sudan.</li></ul>

<h2>Investing in Veterans, Divesting in War</h2>

Kansas is rich in wind and solar power potential which, with advances in battery storage technology, can reduce and replace our reliance on fossil fuels.&nbsp;We have an opportunity to be a leader in green technology and energy.&nbsp;It is important that we build the infrastructure needed to harness this potential and provide incentives for green development.&nbsp; The Trump Administration is a roadblock to the transition away from carbon-based energy, leaving states to work together to solve this existential problem facing humanity.&nbsp; The administration has repealed tax incentives for residential solar power and electric vehicles and withdrawn $4.9 billion in loans for the Grain Belt Express transmission line which would connect wind farms in Kansas to population centers in the East. Kansas must: <ul><li>Partner with other states to build up our high-power transmission infrastructure.</li><li>Invest in more solar and wind generation, as well as battery storage.</li><li>Enact state level incentives for homeowners to install solar panels.</li><li>Enact state level incentives for drivers to buy electric vehicles.</li><li>Upgrade building standards to mandate energy efficient buildings.</li><li>Invest in public transit of all types so Kansans don’t have to rely on personal vehicles to get across town, or across the state.</li></ul>

<h2>The Climate Crisis</h2>

While AI has the promise to make major advancements in science and medicine, it also brings damaging consequences.&nbsp;The data centers powering AI are a major draw on the electrical grid and can be a burden on municipal water systems.&nbsp;AI has dangerous implications for privacy and human rights with its surveillance and military applications.&nbsp;&nbsp; Cities in Kansas have installed AI cameras that track the movement of personal vehicles with license plate readers, creating a database easily accessible by law enforcement.&nbsp; This has the same effect as putting a tracking device on every person’s car with no warrant needed to track every move.&nbsp;&nbsp; This breach of our privacy has been abused in at least one case when Lee Nygaard, the former Sedgwick Police Chief, used a Flock database to track the movements of his ex-girlfriend and her boyfriend.&nbsp;While he resigned after being caught, and his certification was removed, there are no guard-rails in place to prevent these abuses from happening again. I’m calling for legislation to: <ul><li>Require all new data centers to include solar and wind generation, and battery storage, with the capacity to offset the energy demands they will put on the local power grid.</li><li>Require all new data centers to conduct a study of the local watershed carrying capacity and municipal water capabilities to keep the scale of the project within the local infrastructure’s means.</li><li>Require all law enforcement access of AI databases to require a judicial warrant.</li></ul>

<h2>AI’s Impact</h2>

Our democratic rights are facing unprecedented threats from the federal and state governments.&nbsp;Generations of progress to expand democracy to more people are being rolled back. The GOP in Topeka has failed in their desperate mid-decade redistricting, meant to cling to control of the U.S. House of Representatives amid massive pushback to the Trump Administration's failing policies.&nbsp;&nbsp; During the 2026 session the GOP introduced HCR5027. This constitutional amendment would have created an electoral college for governor elections, giving each senate district one vote for governor. This attempt to undermine the popular will, and open the possibility for the legislature to gerrymander the governor’s race was another attack on our democratic rights and a threat to the separation of powers in the state government.&nbsp;We must defend and expand our democratic rights.&nbsp;We need them enshrined in the Kansas Constitution so anti-democratic forces cannot easily attack them.&nbsp;I’m calling to add a Democratic Bill of Rights to the Kansas Constitution which includes the following provisions: <ul><li>A non-partisan commission to draw new district lines, only immediately after the U.S. Census, to take effect in election years ending in “2.”</li><li>Ranked choice voting.</li><li>Removing corporations’ power to spend money in elections, in line with the so called “Montana Plan” or Transparent Election Initiative.</li><li>Join the National Popular Vote Interstate Compact. This will assign our electoral college votes according to the national popular vote, only if most of the states’ electors are from states who have also joined the compact.</li><li>Automatic voter registration for all eligible voters.</li><li>Repeal voter ID laws.</li><li>Protect early voting, mail-in voting, and early ballot drop-off locations.</li><li>Public campaign financing.</li><li>Establish citizen-led ballot initiatives.</li></ul>

<h2>Democratic Bill of Rights</h2>

Academic freedom has come under assault by the state and federal governments.&nbsp;Topeka has passed mandates for state universities to eliminate diversity programs, even banning university staff from displaying certain identity makers in their email signatures.&nbsp;Across the country, we’ve seen state and local governments attack educators and libraries when they teach honest histories of our country’s struggles with race and gender.&nbsp;These attacks must be stopped, and the rights of our educators must be protected.&nbsp; Public schools continue to go underfunded, despite the Kansas Supreme Court’s rulings that students have a constitutional right to a well-funded education.&nbsp;The state must step up and provide a full and rich education for all students, from pre-K to higher education.

The GOP's attacks on trans people is the most recent volley against the whole LGBTQIA+ community.&nbsp; Trans people want to live their lives with dignity, and work to earn a living.&nbsp;They face the same issues as the rest of us, keeping a roof over their heads and food on their table, but they are more vulnerable to unemployment and homelessness due to discrimination and violence. For several legislative sessions, the GOP super-majority has dedicated time to attacking trans people rather than helping everyday Kansans with dictates on where they can use the bathroom, what identifying markers they can put on government documents, and interference in school sports. These attacks are intended to limit the ability of trans people to participate in public life.I will fight for legislation to:<ul><li>Protect trans people’s rights to employment, and housing.</li><li>Repeal discriminatory bathroom bills.</li><li>Allow trans people to change gender markers on their government documents and pursue medical transition at any age.</li><li>Protect the privacy of trans youth who live in hostile homes so they can seek the help of other adults in their lives.</li><li>Return decisions on which athletes can, and can’t compete to the bodies that govern sports, based on real science, and athletic expertise.</li></ul>

<h2>LGBTQIA+ Rights</h2>

The GOP continues their attacks on women's rights.&nbsp; The people of Kansas rejected their anti-abortion amendment&nbsp;by an overwhelming margin in 2022, now they are trying to stack the Supreme Court by getting rid of merit selection and making judicial seats elected positions.&nbsp; &nbsp;This will inject shareholder class money into our judiciary, a backdoor attempt at getting a court who will rule against women, abortion, and to give the GOP unchecked power.&nbsp; I am urging everyone in the 10th district to vote no on the amendment questions, and committing&nbsp;myself to always fight attacks on women's rights, as well as for expanding access to childcare&nbsp;and other family planning initiatives.

<h2>Women's Rights</h2>

The Brownback tax experiment was a wakeup call for Kansas.&nbsp;Gutting the tax base of the state&nbsp;led to a breakdown of the services the people of Kansas expect from their elected leaders.&nbsp;Some leaders in Topeka have not learned the lesson from this disastrous failure, working to take us down that path again. To address the crises facing the state, to fight for security and dignity for all Kansans, we need a robust tax system that brings relief to the lowest earners and draws on contributions from the wealthiest. I’m calling for a progressive tax structure in line with states like Minnesota and Vermont.

<h2>Progressive Income Tax Reform</h2>

Medical debt is the number one cause of bankruptcies in the United States.&nbsp;When our budgets are already strained by rising costs and stagnating wages, a medical crisis can tip the scales and cause financial ruin.&nbsp;Rural hospitals are closing across the state, leaving rural Kansans without access to medical care.&nbsp;Leaders in the legislature continue their attacks on women’s reproductive rights, despite the people of Kansas giving them a resounding NO in the August 2022 ballot measure.&nbsp;Meanwhile Kansas is one of only 10 states that has not expanded Medicaid under the ACA leaving federal dollars on the table. The for-profit medical industry takes advantage of regular people, squeezing as much money out of them when they are at their most vulnerable.&nbsp;Medical institutions and practices should make caring for patients their priority over profits.&nbsp;The private health insurance business model has an interest in denying coverage to increase profits.&nbsp;They rely on many of their policy holders not having the time or energy to fight denials. Patients should be able to focus on healing and recovering, not fighting with bureaucrats over health insurance payouts.&nbsp;&nbsp;We need major reforms that will enable sick and injured people to worry only about their health, not their pocketbook.&nbsp;These reforms include: <ul><li>Expanding Medicaid under the ACA.</li><li>Price controls and billing transparency for medications, treatments, and services.</li><li>Establishing a KanCare for All Committee to study why state level single payer legislation has failed in Massachusetts, Colorado and Vermont, and work with California and New York on their current efforts to win Medicare for All-type legislation at the state level</li><li>Programs to keep rural hospitals open and incentives for medical professionals to practice in rural areas.</li></ul>
